Why UK Interest in Montenegro Is Growing

In October 2025, European Commission President Ursula von der Leyen publicly highlighted Montenegro’s investment appeal while launching 14 EU-Montenegro projects. Her remarks reinforced international confidence in the country’s economic direction and came as foreign interest in Montenegrin real estate continued to rise.

Foreign real estate investment reached €308.86 million in the first eight months of 2025, an increase of 8.4 percent year on year. UK buyers have become a visible part of this trend.

Following Brexit, British citizens face stricter residency limits across the European Union. These restrictions have pushed many UK buyers toward non-EU destinations that still offer euro stability, flexible residency pathways, and strong lifestyle appeal. Montenegro fits this profile closely.

Since gaining independence in 2006, Montenegro has implemented economic reforms and adopted the euro in 2002. Early foreign property investment was dominated by Russian and Serbian buyers. By 2025, British buyers had become increasingly active, particularly in coastal markets.

Lifestyle and Cost Advantages

Montenegro offers Mediterranean coastal living at significantly lower prices than neighbouring markets. In 2025, average coastal property prices stood at €2,458 per square metre, compared with UK prices that often exceed £3,000 per square metre in desirable locations.

Tourism recovery has supported rental demand. Tourist arrivals increased by 4.5 percent to 1.28 million in the first nine months of 2025, with rental yields ranging between 4.4 and 7.1 percent in established areas such as Budva and Kotor.

Infrastructure and Connectivity

Ongoing highway development and airport upgrades have improved accessibility. Montenegro is increasingly viewed as a regional base for travel across the Balkans.

Digital nomads are also contributing to demand. Montenegro offers a digital nomad visa valid for two years and extendable to four, with relatively low administrative requirements.


Residential property prices continued to rise in 2025. New dwelling prices increased by 20.17 percent year on year to €2,228 per square metre in the third quarter. Coastal regions led this growth, with price increases exceeding 23 percent.

UK buyers are particularly drawn to:

Challenges UK Buyers Should Consider

Despite strong interest, UK buyers moving to Montenegro face practical hurdles.

Residency applications require apostilled documents and certified translations. Processing times can reach 45 days, and property-based permits require physical presence for at least nine months per year.

Property supply is constrained in certain areas. Heritage protections in Kotor Bay limit new development, increasing competition and pricing pressure for premium coastal homes.

Infrastructure quality varies by region, with inland areas less developed than the coast. Geopolitical changes also affect the wider environment. Montenegro introduced EU-aligned visa rules for several countries in early 2025, although UK citizens remain visa-free for 90 days.

There is also a longer-term consideration. While Montenegro currently sits outside the EU, its accession path may introduce residency and compliance rules similar to those UK buyers are now avoiding elsewhere.


Market Sentiment and Outlook Toward 2026
